Awards The previous year's champion is responsible for bringing the championship trophy to the championship site. The trophy must be engraved (updated) by the previous year's champion. The Conference Office will present individual medals for the top five finishers in each championship. Carts Carts, pull carts or caddies may not be used by participants in the men's championships. Non-motorized pull carts are permitted in the women's championships. The only exception to these policies would be if the participant is permanently disabled and/or has written documentation from a physician requiring special consideration. A written request must also be submitted to the games committee with accompanying medical statements requesting the use of a cart or pull cart. Golf carts will be provided for each head coach and selected games committee members. Entries The deadline for entries is one week before the start of the championship. Entries must be submitted to the Conference Office ( HYPERLINK "mailto:sulrich@centennial.org" sulrich@centennial.org; fax: 717-358-4480) by Friday, April 20, 2007 at 4 p.m. Each institution may bring five (5) qualifying players to the tournament with the low four (4) scores of each 18 holes counting toward the team score. Entry fee is $80 per player payable to Pilgrim's Oak Golf Course. This fee includes range balls, while a snack bar account may be set up by each institution. Equipment Players and coaches will be required to use nonmetal, spiked shoes during championship competition. The USGA one-ball rule (brand) will not be in effect. The games committee will make all decisions pertaining to the conduct of the tournament, including, but not limited to, pairings, golf course setup, and protests. Hole-Location Sheets The games committee at the championship will develop hole-location sheets, if possible. Lineups and Substitutions During registration, the head coach must submit his or her lineup according to playing position. The five contestants from each institution must be determined by the conclusion of registration. No substitutions will be allowed after the conclusion of registration without the approval of the Conference Office and games committee. The substitute must assume the position of the replaced player. Pairings Pairings in the first round of the championship will be based on the team finish in the preceding championship tournament. Qualifying for Men's Championship, Individual To qualify for the Conference men's championship tournament, a player must have recorded one score of 95 or lower in dual match or tournament competition in either the fall or spring seasons. Qualifying for Championship, Team To be eligible for the Conference championship, schools must schedule a minimum of three (3) Conference schools during the spring regular season. A team with fewer than four qualifiers is not eligible for the team championship; however, qualified players from such a team may compete as individuals. Rules The Centennial Conference Mens and Womens Golf Championships shall be conducted according to the USGA Rules of Golf with the exceptions listed below. Rules of Golf decisions shall be final and cannot be appealed. 1. Advice - in addition to the provisions of Rule 8-1, the Note under Rule 8 of the USGA Rules of Golf will be in effect. Thus, each team may appoint its head or assistant coach to give advice to, or ask advice from, participants on that team provided that: a. only one person is appointed to give advice to or ask advice from participants on that team at any one time, and the appointed person must wear the identification band provided by the host; b. if the person is other than the head coach, the person identified to the games committee before the start of the competition each day; c. the person does not give advice to, or ask for advice from, another teams players or coaches; d. the person is not given advice by any other representative of that team; and e. the advice is given in a private manner that does not unduly delay play. The player may ask for advice from, or give advice to, the appointed person in accordance with a, b and e above. Advice includes pointing out the line for putting. Penalty for breach of condition: By a player - two strokes By a coach - two strokes will be added to the coach's team's score. 2. Unsportsmanlike Conduct (i.e. profanity, club tossing or throwing, willful acts of defacing the golf course, use of electronic devices including the use of I-pods and cellular phones, etc.) - In addition to the following policies, coaches, administrators and student-athletes shall be subject to the misconduct policies described in the Division III Manual Bylaws 31.02.3 and 31.1.9 through 31.1.9.5. During the round, defined as from the time the player hits the first shot until the score card is submitted in the box, the first offense of any act of unsportsmanlike conduct (i.e. willful acts of defacing the golf course, club throwing or breaking, abusive language, violation of the tobacco policy, or any acts contrary to the spirit of the rules of golf) during the championships, the student-athlete and coach will be notified immediately on the golf course and provided a warning. The offending institution's director of athletics will receive a letter from the Conference informing the institution that one of its student-athletes had been warned for unsportsmanlike conduct during the championships. The second offense of unsportsmanlike conduct will result in a two-stroke penalty assessed to the individual with no appeal. Further unsportsmanlike conducts would result in disqualification for that round and, ultimately, the championship. However, the committee shall have the right, without warning, to impose a two-stroke penalty for any flagrant act of unsportsmanlike conduct. Notwithstanding any penalty assessed during the round, the golf committee may impose other penalties that it deems appropriate pursuant to Bylaw 31.1.10.3 as described in the Division III Manual. 3. Pace of Play - USGA Rule 6-7 states, in part: "The player shall play without undue delay" and thereafter prescribes penalties for slow play. In order to prevent any such penalty, it is suggested that the following guidelines be carefully reviewed. Definition of "Out of Position" - The first group to start will be considered in position if, at any time during the round, the group is behind the prescribed schedule as detailed on the Pace of Play Time Chart provided to the head coaches. Any following group will be consider out of position if it (a) is taking more than the allotted time to play and (B) reaches the tee of a par-3 hole and the preceding group has cleared the tee on the next hole, fails to clear the tee of a par-4 hole before the preceding group clears the putting green, or arrives at the teeing ground of a par-5 hole when the preceding group is on the putting green. Note: Both (a) and (b) must apply for a group to be out of position. Group Out of Position - Golf rules officials (or those individuals designated to handle these duties) have been instructed to notify the players I a group if they are (1) lagging behind out of position and being monitored or (2) have regained their proper position. Monitoring - Any player in a group out of position who takes 40 seconds or mor to play a stroke will be warned for the first violation, will incur a penalty of one stroke for the second violation, two additional strokes for the third violation and disqualification for the fourth violation under USGA Rule 6-7. Note: If the group in question regains its proper position, any previous timings of more than 40 seconds will be carried over for the remainder of that round, in the event that group requires additional monitoring. Timing - The timing of a player's stroke will begin when the player has had a reasonable opportunity to reach his ball, it is the player's turn to play and the player can play without interference or distraction. Time spent walking backward or forward for determining yardages will count as part of the time taken for the next stroke. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to lift, clean and replace the ball, repair his ball mark and other ball marks on the putting line, and remove loose impediments on the line of that putt. Rulings or Other Incidents - If a ruling or some other legitimate delay occurs, which causes the group in question to lose its position, that group is expected to regain its position within a reasonable time. The USGA Rules of Golf shall be followed along with any local rules the games committee deems necessary. Members of the golf committee and the golf rules officials will be available for interpretations of the rules and other decisions governing the competition. Penalties based on the Rules of Golf are not subject to appeal. see Appendix A for Centennial Conference Golf Championships Rule Sheet Rules Official The tournament director, in conjunction with the Conference Office, shall appoint a head golf rules official for the championship. The head rules official should recruit a number of golf rules officials sufficient to properly administer the tournament under USGA and NCAA rules. (We have contacted the Pennsylvania Golf Association about the possibility of securing 2-3 volunteers to assist our Championship) Scoring Scorecards for the championship shall be kept in strict accordance with Rule 6-6 of the USGA's "Scoring in Stroke Play." The scorecard shall be deemed returned to the committee when it is placed by the player or coach in the hands of an official in the scoring area. Spectators Spectators should remain on art paths or in the rough and approximately 15 yards from the players. There may be no communication between players and spectators that could be deemed advice of any nature for the duration of the 18 holes. All institutional personnel, including assistant coaches, with the exception of the designated coach, are considered spectators. Sports Information The host institution's Sports Information Director will serve as the Media Director for the championships. The SID will distribute individual and team scores after the conclusion of the day's round to SIDs from competing institutions and the Conference Office, along with local and regional media. The SID should also produce a daily pairing sheet with tee time, names of players in foursome with school, and cumulative score for coach and spectator distribution. (12:00 Steve Ulrich, Centennial, 150; Kim Wenger, Centennial, 151; etc.) Stoppage of Play The Centennial Conference golf championship is to be a 54-hole tournament, if at all possible, and only the games committee, its designated representatives, or the Conference Office may make a decision to shorten the tournament. Conference rules stipulate a maximum of 18 holes on Sunday. Philosophy: The Centennial Conference will make every effort to complete 54 holes for the men and 36 holes for the women. If that is not possible, then a 36-hole or 18-hole total will be used. Ties The procedure for determining the Conference's NCAA AQ in the event of a team tie is as follows: 1. Cumulative total of the non-counting scores (add the fifth - non-counting - score from each round) 2. Highest cumulative individual total 3. Second highest cumulative individual total 4. Third highest cumulative individual total 5. Fourth highest cumulative individual total 6. Lowest highest cumulative individual total 7. Board of Delegates decision. In the event of a tie for individual medalist honors, a sudden-death playoff will be contested, conditions permitting. Uniforms Contestants must wear uniforms of the same color during competition or practice. Walking or Bermuda shorts are permitted, provided they are team shorts and are of the same color. Slacks or shorts may be worn at the individuals discretion, provided they are the same color and are considered the team uniform. If a student-athlete wears headgear during competition, it must display only an institutional, conference or NCAA logo, or no logo. If there is no logo, team members' headgear must be of an institutional color. APPENDIX A Centennial Conference Golf Championships Rule Sheet The Rules of Golf as printed by the USGA, this Conference rule sheet and the Local Rules sheet will govern play for the championships. Unless otherwise noted, the penalty for breach of a local rule or condition is two strokes - Maximum of four. Out of Bounds. Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1. Water and Lateral Water hazards. When both stakes and lines are used to define water and lateral water hazards, stakes identify the hazards while lines define the margins. Water hazards are defined by yellow stakes or yellow lines. Lateral water hazards are defined by red stakes or red lines. Rule 26-1. Ground Under Repair. Defined by white lines. Fire ant mounds and French drains are deemed to be ground under repair. Rule 25-1. Integrals Part of the Course. Includes cables, rods, wires or wrappings when closely attached to trees and artificial walls, and pilings when located in hazards, unless otherwise provided for in the Local Rules sheet. White-Lined Areas Tying Into Artificially Surfaced Roads and Paths. Have the same status as the roads and paths, that of obstructions. Practice Between Holes Prohibited. Between the play of two holes, a player shall not play any practice stroke on or near the putting green of the hole last played. Discontinuance of Play. Rule 6-8 is in effect. The following signals will be in effect in the event play is suspended: Discontinue play immediately (for a dangerous situation) - one prolonged note of air horn and all players shall be verbally informed by the committee and/or officials. Discontinue play - three consecutive notes of air horn, repeated (hole may be completed). Resume play - two short notes of air horn, repeated. Close of Competition. The competition shall be deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the committee. Range-Finding Devices. The use of range-finding devices by student-athletes and/or coaches is prohibited during the stipulated round or during a suspension of play of that round. Electronic Communications. The use of electronic communication devices by student-athletes and/or coaches is prohibited during the stipulated round or during suspension of play of that round. Tobacco Products. The use of tobacco products by any individuals on the golf course, and during other championships activities such as banquets, press conferences and interview sessions, is prohibited. Scorers' Tents. Only participating student-athletes, designated coaches and Rules officials may enter the scorers' tents. Local Rules. The following conditions of competition shall be in effect: Time of starting (late to the tee); Embedded ball through the green; List of conforming golf balls; Temporary immovable obstructions; and Temporary powerlines and cables. Assistance. Coaches or their officials designate may provide a player (during a competitive round) with items such as medicine, food, towels, umbrellas, rain suits, etc., but the player must carry his own bag. A player may not employ a caddie even if transportation is provided to all players. Nonmetal Spike Shoes. The penalty for breach of the spikeless policy is two strokes per hole, with a maximum of four stokes. As soon as a breach has been discovered, the player must immediately make the appropriate changes to conform to the policy. Outside Agencies. Spectators, coaches and players (in relationship to their teammates) are outside agencies. Disqualification Penalties. Except for misconduct penalties, if a player breaches a rule that results in his being disqualified, the effect shall be to disqualify the player for that round only. Team Scoring. Unless otherwise listed on the Local Rules sheet, the team score is computed by totaling the lowest scores of four of the five team members each 18 holes (or round) completed. The final team score is determined by the total of all rounds completed. Team Substitution. A player may be substituted before the first tee time (for his team) of the first round of a tournament. The head coach is responsible for notifying the starter, who shall inform the games committee. 36-Hole Days (if any). After a player has completed his first round (18 holes), he may use all open practice areas and change clubs. Stoppage of Play. If play during a particular round must be stopped, players will be notified, and USGA Rules 6-8 and 33-2(d) will be followed. NCAA Rules in Effect.
